If you want to see some very detailed steps of how an international visitor quarantine is working in S Korea, check out this thread by a Korean Am returning to Korea from Europe. I'll translate some highlights. https://twitter.com/kkendd/status/1246329163511992321
The police and the military is at the airport to enforce the quarantine. Apparently they are all nice and courteous. The visitors get a chance to say a quick hello to people who came to the airport to welcome them. https://twitter.com/kkendd/status/1246337803673313281
Non-Korean citizens who do not hold a long term visa in S Korea are required to be quarantined at a government-run facility, even if you have a regular address in Korea (e.g. pied a terre, relative's home, etc.) https://twitter.com/kkendd/status/1246432709250936832
Victor was quarantined at a dorm for the police training facility in Asan, Chuncheongnam-do, which is about 1.5 hours south of Seoul. The cost of the quarantine is KRW 100k a night, or ~US $95, which includes food and medical checks. He had to pay two weeks' worth in advance. https://twitter.com/kkendd/status/1246433535772114944
This is what the hallway looks like. Your supplies are stacked in front of your room, and you should carry the supplies into your room as you check in. Note the orange biohazard trash bags. https://twitter.com/kkendd/status/1246434072961810436
Inside of the room.

Food is delivered three times a day at 8 am, noon and 6 pm, placed in front of the door. Medical staff checks your temperature twice a day. If your test comes back negative and you're not showing symptoms, you can check out in two weeks. https://twitter.com/kkendd/status/1246434766598983681
First meal of the evening.

As you check out, there is a shuttle bus back to the airport, or someone can come to pick you up. https://twitter.com/kkendd/status/1246448935490617346

Apparently you can receive outside packages. Victor's relative left a care package at the facility and the facility delivers it to your room.

The facility also apologized for the slow internet, and promised to give everyone SIM cards soon. https://twitter.com/kkendd/status/1246726279933472770

This is how you take out the trash at the quarantine. Put your trash in the biohazard bag, spray disinfectant, seal it up, put it in a box and leave it in front of your door.

Also good news - Victor tested negative for coronavirus. https://twitter.com/kkendd/status/1246964082021773313
