The story of Germany is shocking because what it did was that it BANNED export of masks to its EU member states. Yep, that's like California banning exports to say, New York that is under the most immense crisis on the coronavirus thing.

Taiwan banned mask exports early on 24 January 2020 & also did many things early like banned travels to/from China & Hong Kong & screened & traced etc. All behaviors everyone doing now.

Bottom line: The virus reveals a massive crack in our global supply chain & excessive dependence on China. That is why we are short of what's needed, esp the ability to produce masks, testing kits, ventilators etc necessary. The implication is that this will change in the future.
In an emergency situation, can you blame Taiwan for banning the export of masks? It's just doing what it can for Taiwanese people. Can you blame South Korea as it dealt with an outbreak? No.
