In the developing world, we had an opportunity to build a better, smarter democracy. Instead, leaders got an old, rigid system that they barely understood. They implemented it badly, and now will never give it up because it is their livelihood.
The system is designed to propagate, and to violently fight any attempt to change it. My suggestion - devolving power to cities, for example - would never be tested. Because the existing system does not have the concept of testing any alternative governance form.
The system has no way of self-introspection. It has no method to evolve itself. It is rigid and unchanging, and designed as if it is the ultimate and best way of doing things. A proper governance system should have the ability to test alternatives inside it.
Government should be setup in such a way that small scale experiments in 'better governance' can be setup, and if it causes an improvement, this change is rolled out across board. Not the current method of 'all-knowing' politicians.
