This is a case of Antepartum Haemorrhage (APH) or bleeding prior to delivery.
The patient was anaemic & undergoing her seventh pregnancy.
Hence her case was deemed complicated.

Slight correction regarding the term.
G6: Previous 6 pregnancies (G=Gravidity)
P7: 7th Pregnancy (Parity)
S. Anaemic: Severely Anaemic
As per referral slip: Doctor attended the patient, noted her medical history, gave initial medical management, diagnosed the issue & referred her
Note: The patient was referred to a better hospital to save the 7th pregnancy as the attending doctor clearly didn't have the means to attend the medical case. In such small government hospitals, there is only one attending junior doctor and doesn't perform complicated procedures
It's sad that the doctor who duly attended the lady is facing departmental enquiry (as declared by the Rajasthan tourism minister) despite following all the procedures. Dear @vishvendrabtp, Dr. Puneet Walia is innocent.
Unless he attends the patient, takes medical history and checks her, it is impossible to pin-point the ailment.
The allegation that he didn't attend the patient IS WRONG.
Please don't vilify doctors who are working under STRESS!
