On funding, I would go further (and this might be bc I operate in 🇨🇦 public context of vast majority of graduate education) and say that many of the funding suggestions are probably again in the zone of provincial policy....

Enrolments drop, because of mass uncertainty and financial crisis, the “ecosystem” is in trouble. How will the provinces choose to respond? I don’t know. But this just points to decisions that universities in 🇨🇦 will have difficulty making without government input...
Enrolment targets, for instance, are not solely uni level decisions. And I am not sure how plans into the far future will fare, given current uncertainty about what will happen longer term....
But I absolutely think that @polumechanos is asking the right questions and making smart timely important suggestions. I am really grateful for her work. It is easy to get mired in small details now, everything feels on fire.
