How is it that a running back who was drafted 4th overall in the NFL draft, who measures in at 6'0" and 240 pounds with a 96th-percentile speed score is continually underrated?

Especially when these are his ppg finishes his first 3 years:

2019 - 9
2018 -12
2017 - 5
Chase volume...

Fournette had a 90.1% opportunity share in 2019. #2 overall.
Chase pass catching running backs.

Receptions per game:

2019 - 5.1
2018 - 2.8
2017 - 2.8

Average - 3.57

16 game pace - 57.12
Chase positive regression candidates...

Fournette had 1,674 yards from scrimmage and 3 touchdowns...

For an extreme comparison... Aaron Jones had 1,558 yards from scrimmage and 19 touchdowns.
Fournette had 558 yards between touchdowns.

Aaron Jones had 82 yards between touchdowns.
Is it more likely that Fournette scores a few more touchdowns and Jones scores a few less?

Or is it more likely that Jones records substantially more yards and Fournette less?
