This is the president explicitly telling Americans, en masse, to take a drug that may have serious effects for them, that hasn't been proven safe and effective for this use, and that is needed by others with serious illnesses for which it is proven.

The president wasn't even saying that people should ask their doctors about this drug. He said he thought they should take it if they'd like.
