1: All visitors were banned from nursing homes, but residents were still allowed to visit each other

2: Lack of PPE and PCR testing. Hospitals were given priority, which is understandable. However, this leaves the weakest groups unprotected. Consequently, one of the youngest deaths was a 30-year-old nursing home aid. 3: Weak policies. Guidelines detailed which patients should NOT be referred to hospital anymore, and which older adults should NOT be referred to ICU.
