Social science friends, I need help. We need >80% compliance in #Masks4All wearing to be most likely to halt transmission of covid-19. Currently, people are being "urged" to wear masks.

Is there research that shows whether that's enough to change behavior, or is law needed?
I'm not looking for amazing and inspiring stories of rare and unexpected results. I'm looking for the usual day-to-day reality of things like seat belts, motorbike helmets, hard hats on construction sites, etc. Vaccinations would be a great case study!
Can you share relevant research here, and summarize? Or if you know someone in a relevant field, can you ask them?
