Yet another controversy is brewing regarding the allocation of Disaster Relief Funds to Kerala - which is a lower ₹157 crore compared to higher amounts other states received.

Kerala is getting the first half of the pre-determined share of Central funds of ₹314 crore for its Disaster Relief Fund. This allocation was based on a calculation made *before* the COVID-19 Pandemic by the 15th Finance Commission.
The calculation was based on three criteria: The State& #39;s capacity to respond to a disaster, the risk exposure and the vulnerability to a disaster.
Another things to be noted here: The disasters in question are natural disasters, not Pandemics like COVID-19.

This controversy is a concocted one that is sure to get a lot of coverage in coming days. The headlines from The Wire, Mathrubhumi etc. make this evident.
