It' happening out of sight and in the context of inadequate data because those with the power to gather and release that data refuse to do so.
None of this is surprising. Racism is a constitutive and unavoidable force in American life (social, economic, political) and it does not take break when a pandemic emerges, it only gains more force.

The scariest part of this: we have been (and continue to be) inadequately equipped and insufficiently inclined to do what it takes to "optimize" "pandemic interventions" in ways that minimize the disproportionate harms that threaten communities of color.
