New York has no serious plan for containing disastrous COVID-19 outbreaks in homeless shelters and prisons. The people praising Andrew Cuomo every day should probably think long and hard about that.
Coming up with a plan to save the lives of the homeless and the imprisoned isn't something politicians like to do because these people are largely invisible to society. They aren't registered voters. They aren't commenting on social media. They aren't in the NYT comments section.
