Yesterday Central government released the first installment of Central share of State Disaster Response Mitigation Fund (SDRMF) to State governments during 2020-21
Some of the "news portals" were quick to point out the injustice that Centre has done to Kerala. Even though Kerala has the second highest reported cases of Corona, they were only alloted 127cr out of the total 11067 cr
As usual, this news too was published while their "Fact-checkers" were asleep. So let's dig into the facts
No. This isn't any new Corona specific package to state governments by the Centre. But rather the devolution of Central share of State DRMF. This is done every year according to the norms set by the Finance Commission.
The only difference is that this time it was a given a bit earlier due to the #Covid19India emergency.
Just to make it clear, Finance Commission is a Constitutional body (Article 280) and the Central government doesn't have much to do with its functioning.
The Finance Commission derives the equation to find the respective State government shares by considering the state's area, population and a disaster risk index 👇
And thus, the Central share of SDRMF for each year is calculated by the Finance Commission and not the Central Government.
