How does this virus thingy end? These are my thoughts. I believe that it would be very hard and unlikely to reduce the active positive cases in the country to zero. That would be to contain but it's hard.

I believe that even after one month of lockdown there still would be active cases found around the country and hence it might seem futile to keep going on with a lockdown and curfew especially at great cost to the economy and development.
So I believe that we should implement the so called "dance" phase of the hammer and the dance theory in the controlling of the virus. This is until we have a vaccine to finally help prevent the virus speed permanently. Until then we should try to contain it while opening up
This can be done by dividing the country into portions, maybe the districts will do and then implementing measures based on the activity of the virus in that area. We could have levels of measure from the top..
Full curfew to lockdown with essential deliveries allowed to essential shopping allowed to work allowed but gathering disallowed to almost normal life with large gatherings disallowed. Different districts could have different levels based on the virus activity levels.
For example if the cases increase in that area, they can go for a two week lockdown. Or a one week minimal lockdown while the particular village or town goes through a full curfew. It's like district level isolation or town level isolation.
For this to work, movements between districts should be minimal and when there's a lockdown in place it should ideally be no movement.
For this approach to be possible we need widespread decentralised testing. It should be whole industry with testing available everywhere and authorities quickly acting to isolate and trace cases and implementing different levels of measures.
The country as a whole should have strict borders. The ports itself can be free and ideally frequent travellers like pilots and airline staff should be houses at the port itself while anyone exiting the port and crossing into Sri Lankan soil should only be allowed to do so if
they demonstrate a positive antibody test. (they are immune). Otherwise they should be quarantined next to the port and released after say testing at day 5. Or less if there's accurate sensitive tests.
Those having immunity (like previous infected cases or vaccinated) as evidence by a positive antibody test can be given a lockdown pass and allowed free movement. This could create discrimination but its for the best.
Those moving from a high level area to a low level area should undergo a mandatory quarantine maybe for a few days (maybe 4 or 5)and only released for free movement if they pass the test as negative.
