So, in conclusion, this listing is a little untidy, but there's been no real reform. Happy to hear disagreements based *on evidence*, however (10/10)..

So since that point what changes have we seen?
(a) No implementation of National Security Architecture of 16-17 April 2017 (actually not a change)
(b) re-jigging the division boundaries to match the FMS boundaries, about November 2017
(c) FGS under Faamajo orders SNA.. (4/n)

..SNA brigade out of Mogadishu (Brigades 2, 3)
(d) String of special units formed from Police, NISA, SNA to secure Mogadishu.. People's Defence Force etc
(c) creation of 14 October Battalion, later 14 October Bde
(d) continued constant turnover of SNA senior officers

..4 Chiefs of Defence Force in two years of Faarmajo; 10 division command changes across the five divisions in about 18 months;
*mid-2019 mutiny over what was described as biometric registration, actually seemed to be lack of pay
*one real reform: several battalions formed (6/n)

..several battalions built up and deployed for Badbaado for Lower Shabelle, but then the offensive was practically abandoned until very recently. No effective civ-gov arrangements made.
*About 5 battalions raised for Badbaado, then.. nothing happened
*Neither the Leego Dist.(7/n)

*neither the Leego District nor Baidoa MSR priorities from the Transition Plan made any progress on..

*enormous amounts of noise about biometric registration, but UN SEMG and anecdotal reporting shows that this 5th or 6th attempt at biometric registration failed because numbers don't add up, and ppl are being recruited based on clan

..continually highly personalised President/PM control over units, reaching down via phone skipping multiple layers of chain of command. Eg. Federal forces sent to Gedo were a hodge-podge of SNA, Haram'aad, Gorgor etc under a senior *NISA* officer
