Any crisis or a disaster is perceived differently depending on various individual and situational factors. Specifically, the ways individual seek information and act on the received information about these risks may to some extent reflect the disparities in building awareness 2/n
and engaging in preparedness behaviors in response to these risks. This study examined the uses of information and communication technologies (ICTs) for information seeking and sharing during crisis. However, it also try to understand the digital disparity between those 3/n
marginalized communities who have less access to ICTs. The focus was on
individuals’ dependency on sources of information and on the information flow through various channels to attain

Coupled with the notion of digital divide, this study examines two levels of digital divide with a focus on mobile phones. This study revealed the communication infrastructure that people have built in
