In Public health management Centre does not have concurrent powers (as it has for Food, Drugs, Medical Education and Population. )Covid is an unforeseen disaster which spreads unknowingly and can kill lakhs. Disaster Management Act 2005 compels states and districts to comply.2/3
All apex bodies under MOHFW and S&T connected to biomedical and scientific research act only on Central orders. NCDC is doing handholding of districts as seen in Bhilwara. No state possesses this medical,technical and technological capacity. Centralisation is essential.3/3
