Trump was told his emergency powers didn't give him the AUTHORITY to take that money from the Dept. of Defense, after it was in the budget bill, passed, signed by him, and designated for certain use by the DoD for other projects and go use it for the border wall.

FEMA is often in disaster areas where looting/theft of supplies is a real concern. They don't just rely on local law enforcement or the military to secure vital food/water & other supplies FEMA brings & stores at/near disaster areas.
