There’s a difference between underreporting from a lack of testing/only testing the critically ill and intentionally underreporting the numbers of cases and deaths to save face. It seems that very few people can tell the difference.

Countries that are deliberately underreporting to save face: China, Egypt, Iran*, and possibly more
