Masks Scandal - Germany-USA - Kenya?

In an "act of modern piracy", allegedly, the USA diverted masks meant for Germany to the USA. The State of Berlin alleges that 200,000 masks meant for Berlin landed in USA. Meanwhile 6,000,000 masks 'disappeared' at JKIA in Kenya?? (THREAD).
Allegedly, the State of Berlin purchased the masks from 3M, a US company in China. Berlin had paid for the masks. Apparently, the masks were 'confiscated' in Bangkok, Thailand allegedly due to a US ban stopping the export of such medical products by US companies.
A Berlin politician, Senator Andreas Geisel said that "transatlantic partners should not treat each other in such a manner." "Even during a global crisis, we should not resort to Wild-West methods." Berlin needs the masks urgently in its hospitals, elderly peoples homes, police.
Masks are needed for Berlin's:

-fire brigade department which is the biggest in Germany with 3900 employees.
-140 ambulances
-St. John's, Malteser and German army assisting in Berlin daily
-26,000 policemen who need masks urgently.
In the past weeks 98,000 masks were ordered
for Berlin's fire department and 400,000 masks were ordered for Berlin's police. The US has slso been accused by presidents of three regions in France of allegedly diverting masks meant for those French regions. The US has denied these allegations as "completely false."
Germany produces the best cars in the world. Yes, German machines. Germany produces weapons too. I know. Yet, we have a major shortage of masks? Now that David Ricardo is dead, @DavidNdii might help us understand comparative advantage and opportunity costs in international trade.
I am aware that The Kenya Airports Authority @KenyaAirports has dismissed as 'FAKE NEWS' reports published in international media, that a shipment of face masks belonging to the German army had vanished at the Jomo Kenyatta International Airport. Yet, 6,000,000 masks haunt me.

All countries should have standby factories, may be in military barracks, to produce emergency medical products (masks, sanitizers, hand gloves etc) in preparation for the next local or global epidemic. But I would check with @DavidNdii if this makes economic and security sense.
