As the tension between CBL chairman and Al-Sarraj increases, lets have a look at some unknown/forgotten details:
Before 2011, because of his good relations with Mohammed Al-Bukhari (minister of finance in Algaddafi era) & and with Algaddafi regimen in general(reasons?). He was appointed as a chairman of Al-Omma bank (Nation bank) in 1990.
As soon as he started his job he became well known for his embezzlement, illegal deals, bribes and unlawful credits particularly for Al-Gaddafi men for example: Khalifa Almahdawy and Abdel Rahman Alsaid.
This made Bait Al-Mal (the following minster of finance)exempt him in 1996-
But with his strong ties with he was reappointed to the same post in addition to a membership of the governing council of The Green Company which belongs to Al-Gaddafi’s revolutionary committees.
But this didn’t last long , in 2000 he was trailed and sentenced for 3 years imprisonment and paying a fine of 12k L.D for corruption and misuse of his position in a case known as (6M) case. The judge in this case was the Councillor Ibrahim Abu-Shnaf.
Again with his v good relations he was jailed for 6 months only , in the internal Security prison in Al-Dreby/Tripoli. In the same year he was accused with wastage of the public money, practice mediation and patronage, and deal with Fake companies case No 489/2000
Few years later he was chosen by Saif Al-Gaddafi (for unknown reasons) to be appointed as a chairman for many external investments. In 2009 he was appointed as a chairman for the ABC bank in the UK headquartered in London.
In 26.9.2011 the the National Transitional Council appointed Al-Kaber a governor of CBL in the decree No 147/2011.
A decision which faces with great deal of rejection between all Libyan’s circles

Two complaints presented to the authorities for the illegal appointment of Al-Kaber because of lack of fulfillment of citizenship decree 1954 and financial and administrative corruption, misuse of position and wastage of public money (bankruptcy of Al-Omma bank).
A complaint against the head of the National Transitional Council, for his appointment of Al-Kaber as a governor of CBL , despite being unqualified for this job because of his known history.
In addition, Al-Kber still working as a chairman in Two banks both of which are investments of the CBL. And this a clear contradiction of the law
In 2014, after the national election of the libyan House of Representatives #HOR , the latter Sacked Al-Kaber and appointed La-Hibri as a governor of CBL but Al-Kaber refused and declared his loyalty to the revived National Conference after taking over Tripoli by islamists
based on the public congress (Al-Gaddafi regimen) decree , the mandate period for #CBL governor is only 5 years, which was ratified by the National transitional Council, therefore the mandate period should have been over in 2016. This didn’t happen
In the late 2015 after the political agreement, according to point (15) in political agreement which was signed 17/12/2015 , stated that #CBL governor should be changed within 30 days after the signing. This didn’t happen
In 13.6.2017 a group from #HOR met Al-Kaber: discussed the country&CBL’s situation+faced him with his responsibility for the corruption and the fact that he was sacked 3 years ago, he refused to respond and insisted on taking orders only from GNA

Furthermore, when Mohammad Al-Shokri was elected by #HOR as a new #CBL in 19/12/2017.
@UNSMILibya decided to stand beside Al-Kaber and rejected the election under the pretext of the same (point 15) which actually stated that Al-Kaber should’ve been sacked since 2yrs.
In the years after, Al-Kabir has become one of those who are responsible for the disseminated corruption and governmental fraud.

Over the last few months the tension between Misrata militias and their strong man Bashagha and Tripoli’s militias has increased to a level that made Misrata and its loyalists trying to push Al-Sarraj out of the game and appoint Bashagha instead.
And after the frequent scandals of corruption between GNA officials, in addition to the threat that was declared bu Salah Badi and his militias in this statement . And lastly Khalid Al-Mashri’s media statement.

Today , Alkaber published his response to Al-Sarraj’s call.
