I worked in crisis response for DOJ, and there are many things the federal government should be doing to combat COVID19
There is a National Incident Management System that provides clear roles for each level of government and each agency within it. FEMA uses it when responding to a crisis. We used it to plan special events, like Super Bowls and the World Series.
State and local government are the on-ground commanders, but federal government supports with funds, equipment, personnel.
POTUS can invoke Defense Production Act to buy ventilators ahead of foreign governments or to direct manufacturing of more and then coordinate distribution to states. Feds can send them where needed first (like NY and Mich) and then move them elsewhere as the curves flatten.
POTUS can also use bully pulpit to communicate. Rules are Be First, Be Right, Be Credible, Show Empathy, Promote Action, Show Respect. Trump is 0-for-6.
While lockdowns & masks are for states to order, POTUS can issue guidance and advice to explain to the country why they are essential to protecting. human life. He could also model social distancing at press events. Close proximity of speakers makes him look utterly incompetent.
POTUS should also encourage places of worship from gathering large crowds. While First Amendment guarantees free exercise of religion, government may order restrictions for compelling purpose (like a deadly outbreak) if narrowly tailored (temporary duration until curve flattens).
As Justice Robert Jackson once wrote, the Bill of Rights is not a suicide pact.
