As the surveillance structure expands, so, too, will the system of mass incarceration. Allegedly the cellphone data used to track the virus' spread will be anonymized, but historically WE KNOW that emergency moments are used as a means of strengthening state powers.

We HAVE to decarcerate, it's literally a matter of life and death. Expanding imprisonable offenses will only further pack jails and facilitate the spread of the virus.
