In fairness, the Navy has no control over the first item. But its impossible not to make this contrast and you should remember it when you hear about discipline problems down the line.
People respond to incentives. The incentives being set are sadly quite stark.
Organizations must punish disobedience, but they can also selectively show that some kinds of disobedience are understandable and to be given leniency. These signals are interpreted by people within the organization.
These are two distinct kinds of disobedience, one borne from the individual pride and rage of a kind of premodern champion accountable to nothing and the other from the clash between the need to fulfill one's duty and the impossibility of doing so without disobedience
One form of disobedience at least acknowledges a higher, compelling control on individual behavior in keeping with the spirit of the organization's values if not the letter of its laws. And it happened to be the one that was punished.
