THERE’S A COMMON LINK BETWEEN A LOT OF THE MISSING SHOPS/NPCS THAT MIGHT HINT AT A NEW FEATURE IN THE FUTURE.

This starts with Kicks and Label:
Kicks and Label are in the game, but they don’t have actual shops that are established as time progresses, they only visit your island every once in awhile.

Next off, we have the Happy Room Academy peeps:
Lyle and Lottie? Totally gone. Digby? Gone.

Interesting that these two are missing, considering how iconic they are, and they haven’t had their roles replaced by any other in-game feature.

Frillard and Phineas’s roles were replaced by their sons in Animal Crossing New Horizons.
Which means, they probably went back to their original roles:
Selling balloons for Phineas.
Performing at the theater for Frillard.
Which means, they probably went back to their original roles:

All of the missing NPCs or NPCs without shops share something in common:
They were in the city in Animal Crossing City Folk.
And all of them would be in those roles because of how things were set up.
Which means...
Everything is coming together for the city to make a return.

TL;DR:
All city characters/shops from Kicks to Redd to Katrina to Shrunk are missing.
Frillard and Phinneas are back in the city and retired from bug/fish stuff.
It’s the perfect storm for the city to come back.

ANOTHER INTERESTING THING I NOTICED:
Label’s luggage/attire look very metropolitan, and one of her bags HAS A GRACIE GRACE SCARF ON IT.
This could symbolize that she’s a fashion designer for Gracie Grace and working with her like in City Folk!
