Earlier, I mentioned James MacDonald’s alleged plots against his SIL. I hv a stolen gun report JMac filed w/the Elgin PD in '14 that raises ?s re: whether JMac was a responsible gunowner who authorized to carry a firearm in a vehicle when he alleged the theft. Let's look...1/
First, here’s the Elgin PD report narrative from 9//12/14. Officer Ciagnek met JMac at HBC Elgin. JMac said he had put the handgun in the center console of his truck, unloaded - no ammo in car - in May 2014, but didn’t know when it was stolen. Gun owners, does that make sense? 2/
MacDonald implied the gun may have been stolen at a car wash he frequented, or at a tire shop where he had his stereo fixed. Doesn’t sound like he inquired with those businesses himself, or that the officer followed up. Did JMac hv any relationship to workers at either place? 3/
Per IL law, gun owners can transport a firearm in a vehicle, under key conditions. (Below). There's no indication in police report that Officer Ciagnek asked to see JMac's FOID. I wonder if no ID was requested or noted b/c MacDonald was serving as a vol. police chaplain? EPD Records show JMac applied 2 program in 2011. An ex-Sr. EPD chaplain, who requested anonymity, told me JMac was accepted, but later removed for not fulfilling minimum requirements 5/
MacDonald was asked to return his chaplain badge, which he did after several requests. Neither the ex-Sr. chaplain nor EPD had recollection or documentation of which yr JMac's service ended. So, it’s hard to say if he was still in the role when he filed the stolen gun report 6/
Ciagnek entered the gun into the IL Law Enforcement Agency Database System (LEADS). [Info redacted] EPD public info office told me if the gun were later recovered or the owner reported it found, an addendum to initial Sept. 2014 report wld have been filed. Where’s the gun now? 7/
For those curious about the gun specs, a receipt appended to the police report shows MacDonald purchased the handgun & a rifle on Dec. 6, 2013, at Gat Guns in East Dundee, spending just under $1,000 on both firearms. As far as LEADS is concerned, the handgun is still missing. 8/
In Nov '14, @GarrettHigbee told HBC emp Tom Hackl 2 👀 4 Groves’ car at apt complex & confront him. Hackl refused to confront, then got txts an unknown # self-ID'd as “some1 impt to the MacDonald family,” who said “as a man of God, u need to do this.” Hackl said no --> fired 10/
As we already know, @BucurEmanuel says MacDonald asked him during a motorcycle road trip in summer 2015 if he would kill Tony Groves. Bucur later reported JMac's "request" to his local PD, after describing the incident in a Mancow podcast last May. 11/
