1. The 'Entitlements Approach to Hunger' is by Nobel laureate Amartya Sen. Entitlement here is defined as a reliable source of food. 3. Julie Schaffner's Development Economics, the bible, imo. The relevant topic to #COVID19PH is: "when transfers must be distributed in the immediate aftermath of a disaster, and when local food supply is thus low and inelastic," is it better to do cash or food distributions?
