The supposed legal constraints keeping Tokyo from locking down have been overstated — every city in the world is working within legal constraints. NYC is under lockdown yet we aren’t being kept home by force of law. I went for a wander today, police car rolled by, not a problem.

It’s all about strong messaging from officials that people need to stay home as much as possible, that businesses need to temporarily close, that offices need to let workers work from home — to save lives. That shd be more than enough for Tokyo.
