I have a very hard time believing a captain of a nuclear vessel didn’t 100% understand chain of command and the potential consequences.
Here is a perspective from Guam.

My questions—Are Guam hotels vacant? If not why not?

Are sailors presenting danger to local communities? Is Navy helping/not helping Guam’s local businesses by housing sailors?

Breaching this kind of news does endanger the perception of power in the Asia-Pacific theater.

But, Trump and appointees should take some responsibility for the lack of confidence people have after they called the virus a hoax.
Wonder if there wasn’t a challenge with the local Guam government/people in getting the sailors off. Similar to Florida Governor resistance.

I doubt there were enough sleeping facilities on the base.

And yes I have been to Guam. Tiny. I highly doubt base could house many ppl.
Ok. This is wild.

But for cruise ship off Florida and nuclear air craft carrier off Guam—

could they dot the waters with rafts/small boats with sick patients on the water to create social distancing/isolation??

A medical/supplies boat could float around tending their needs.
