HHS admitted that the Dept knew as early as mid-Jan based on 2015 models that the US wouldn't have enough N95 respirator masks to respond to an outbreak. HHS and FEMA officials were not able to provide specific timelines about when additional equipment would arrive.
And the kicker is FEMA pushing back on the idea that the administration take a more active role.
