So it may not be fair to pick on @Cuebiq, since I doubt they're worse than any other location aggregator, but their "commitment to privacy" really does illustrate the whole problem with a notice-and-choice privacy regime. Each of these commitments is interesting:

(1) As @PrivacyMatters points out, "consent" and "opt-out" seem to be at odds.
(2) The accountability tab sends more signals to clients than any individual that finds this.
(3) The transparency commitment is interesting. 2/x

Do they really, though? 3/x
(2) Epsilon does say it shares location data with all sorts of different CATEGORIES of entities, but it never names Cuebiq. This is why privacy advocates keep saying disclosures of categories is useless. 5/x
(3) Experian has 20 different privacy policies. I'm not gonna check them all, but I really doubt any of them mention @cuebiq by name either.

Experian's policy on usage of marketing data doesn't say anything about sharing location, though. 6/x https://www.experian.com/privacy/marketing-data-practices-and-policies
(4) Inscape is a VIZIO company. Their privacy policy hasn't been updated since 2016 and makes zero mention of location data:
(5) MaxMind has a pretty new privacy policy and does discuss sharing of location data, but it doesn't mention Cuebiq at all: https://www.maxmind.com/en/privacy-policy
(6) Last and not least, Qualia...also no longer exists. It's a new company called ALC, and their privacy policy briefly mentioned location data sales: https://www.alc.com/privacy-policy 
That's all to say that it is not accurate for @Cuebiq to claim data partners "clearly articulate their relationship" with the company.

Of course, this is functionally a game of "privacy policy gotcha." The bigger issue is NO ONE HAS EVER HEARD OF ANY OF THESE COMPANIES! /end
