This map is meaningless and the Times should be ashamed of publishing it. All this shows is rural v. more populated areas where rural people must drive further even for necessities.

Look at my state of South Carolina. The places not lit up in red are the population centers of the coast and Greenville/Spartanburg. That's all this is saying.
