Why is the government of France withholding cheap treatment from Covid-19 patients in the country and what is the South African government doing wrong?

In November 2019, French researchers found that 90% of patients treated with the combination of hydroxychloroquine and azithromycin recovered from Covid-19 when they were tested very early, they thus advised the French govt to embark on massive testing and treatment campaign
But on January 13, the French Health Minister classified chloroquine (hydroxychloroquine) as a "poisonous substance, "which from then on was to be only available through prescription - Chloroquine has been sold over the counter in France at 1 euro for 10 pills for decades now!
Two months later, the French president ordered a partial lockdown, police were not required to wear masks because apparently there's a shortage. Strange, considering France had stockpiled about 1.5 billion masks in 2011. The French government also refused to do mass testing
At about the same time, the French central pharmacy announced that all their stock of chloroquine had been stolen. Even stranger, French drug manufacturer, Sanofi was selling it's stockpile of chloroquine to Morocco a few days later
To emphasise their point, the French government then moved quickly to prohibit the use of treatment based on chloroquine to treat Covid-19. Fact is chloroquine worked in China, however, due to it's affordability, France is seeing no massive profits for pharmaceutical companies
What is the South African government doing? Well, they have embarked on the lockdown path as France did - with no treatment plan. Consider this: Switzerland actually discarded the total lockdown method and instead opted for widespread testing and fast treatment
Due to Apartheid spatial planning - townships and rural areas – South Africa cannot yet discard the current lockdown, however without any treatment, they will need to lock the country down indefinitely to successfully contain the virus. Question is what exactly is their plan?
Has the Minister of Health given any reasons why they have not announced any form of treatment for Covid-19 patients? Are they possibly waiting for something more expensive to surface so “investors” can make real profits? Running the country like a business?
