The more knowledgable journalists have picked up that historical factors have hampered expansion of testing as, over the last 29 years the number of labs and testing facilities have shrunk, with many labs shut down others merged reducing skilled personnel and equipment
Prof Paul Hunter explains the difference between two types of tests, the antigen test (RT-PCR) needed to gain some control over the existence of COVID.

The other is to test whether someone has had COVID, and gained immunity.
The former needs labs, skilled personnel and specialised equipment.

The other, the serology/antibody can be done at home IF it passes quality testing.

That can help understand what has happened as far as transmission is concerned, and judge who is safe to be on the front line.
It is capacity issues re the antigen (RT-PCR ) test that is capable of detecting the virus early, that is causing the problem.
