There are now reports that Chinese officials called CDC Director Dr. Redfield around that time, and told him that things were worse than publicized.

The Wuhan Public Security Bureau issued summons to Dr. Li Wenliang, accusing him of “spreading rumors.”
A few days after talking to Redfield, China REITERATES there is no human to human transmission.

Earlier the same day? The Wuhan Health commission had a publicly televised conference...saying there was no person to person transmission.

1/23 CDC seeks special emergency authorization from the FDA to allow states to use their test.

In short, the CDC and Federal govt were moving by this time...the CDC test would end up to be flawed.

2 days later, Trump convenes Coronavirus Task Force to help monitor and contain the spread of the virus
On 1/31, just 11 days after China admitted they lied..Trump declares a public health emergency, Chinese travel restrictions, and blocks entry to any foreigner at risk to the disease.

So up to this point...anyone think anything else could have been done with the evidence at hand?

So it was at the beginning of February that it is realistic to think that the country really should have been in panic mode.
I first suggested maybe we need to decrease public interactions (now called social distancing) on 3/1.

In short, the major failure, by far, for Trump is the CDC failure of test kits.

Now, people will argue that isn't his fault, because the CDC should have done it either way.

My point is...the buck always stops in the Oval Office. Always.
Also? There were not really many people with their hair on fire about this.

On 1/21...the Senate approved rules for the impeachment trial. Trial was 1/22-1/24. Vote on no more witnesses was 12/31. On 2/5, he was acquitted.
