Firstly a prominent virologist Xiangguo Qiu, her colleague and husband Keding Cheng, and an unknown number of her students from China were removed from the Canada's National Microbiology Lab in Winnipeg on July 5. 

The Public Health Agency of Canada (PHAC) said that it advised
the Royal Canadian Mounted Police (RCMP) about “possible policy breaches” in May, according to Reuters.

Canadian National Police were also investigating “possible policy breaches”.

Qiu had made regular trips to Beijing, and recent requests for trips were denied, according to
the CBC. Sources also told the outlet that IT specialists entered her office after hours and replaced her computer several months ago.

Qiu was part of the team that developed ZMapp, an experimental treatment for Ebola used during the 2014 outbreak in West Africa. Heinz Feldmann,
the former head of the National Microbiology Lab’s special pathogens program where Qiu worked, tells the National Post, “I still hope that this is a big misunderstanding. She is a great researcher, she has been a great collaborator, she has been a great interacter in the field.”
A conference bio says she joined Cancer Care Manitoba in 1997 and NML in 2003, according to the National Post. The facility where she worked is the only biosafety level 4 lab in Canada, meaning that it is equipped to work with the most dangerous pathogens. 

PHAC and the RCMP
There are some really important questions:

1. This is no ordinary lab but literally a lab that focuses on working with the deadliest of viruses. Why was a virologist and her team removed suddenly and what caused it to become a topic of investigation? Clearly it has a national
security angle.

2. Why did she make frequent trips to Beijing and why were those trips later disallowed? This obviously means that her trips to Beijing were suspicious and hence forbidden.

3. What was the deal with IT people coming to the office? China - hacking?

Canada’s National Microbiology Laboratory shipped Ebola and Henipah viruses to Beijing on March 31, raising suspicions from experts in biochemical warfare, who say they think China may use
the pathogens to develop offensive biological agents. 

The Public Health Agency of Canada (PHAC) and the Royal Canadian Mounted Police (RCMP) report that the incident has not introduced any known risk to public health, according to the Winnipeg Free Press. 

The same lab is the
focus of an ongoing investigation by the RCMP. The inquiry began following the recent dismissal of the head of the National Microbiology Laboratory’s (NML) Vaccine Development and Antiviral Therapies section in the Special Pathogens Program, virologist Xiangguo Qiu. Qiu, her
colleague and husband Keding Cheng, and a number of her international students lost security clearance to their lab on July 5.  

In 2018, Govenor General Julie Payette presented Qiu with an innovation award for her helping to lead the development of the Ebola vaccine ZMapp,
according to the Winnipeg Free Press. There are no reports as to whether she was involved in the March shipment.

Ebola and Henipah viruses—classified as Category A and C bioterrorism agents by the US Centers for Disease Control and Prevention, respectively—pose a threat to
national security because of their potential to be easily disseminated, cause high morbidity and mortality rates, and deliver lasting blows to public health. They are also categorized as Risk Group 4 pathogens, meaning they can only be handled in a lab with the highest level of
biosafety control, according to CBC News.    

“All transfers of Risk Group 4 samples follow strict transportation requirements and are authorized by senior officials at the lab and the NML tracks and keeps electronic records of all shipments of samples in accordance with the
HPTA,” PHAC spokesman Eric Morrissette writes in a statement, as reported by CBC News. “On the specific shipments to China earlier this year, we can confirm that we have all records pertaining to the shipment, and that all protocols were followed as directed by the above Acts and
Standards.”

Although health officials insist all protocols were met, anonymous sources report that the shipment lacked an agreement spelling out intellectual property rights, known as a “material transfer agreement,” according to the Winnipeg Free Press. The document would
protect Canada’s claim over the viruses, assuming they had been patented through the Budapest Treaty deposit, an internationally recognized system for patenting intentions involving microorganisms. 

“If China was leveraging these scientists in Canada to gain access to a
potentially valuable pathogen or to elements of a virus without having to license the patent . . . it makes sense with the idea of China trying to gain access to valuable IP without paying for it,” says Leah West, an expert in national security law at the Norman Paterson School
of International Affairs, in an interview with CBC News.

China agreed to the Biological Weapons Convention in 1984, but both academics and government agencies have recently asserted that the country is a world leader in bio-weapon production, according to the Edmonton Journal.
“I would say this Canadian ‘contribution’ might likely be counterproductive. I think the Chinese activities . . . are highly suspicious, in terms of exploring [at least] those viruses as BW [biological warfare] agents,” says Dany Shoham, a biological and chemical warfare expert
at Israel’s Bar-Ilan University, in an interview with the Edmonton Journal. 

“Frankly, if it’s already in China, cat’s out of the bag,” adds China intellectual property expert Mark Cohen in an interview with the Winnipeg Free Press. “They’re probably culturing it already.”
The March shipment took place during a dispute between the US and China, which led to the arrest of an executive of Huawei Technologies and the later detainment of two Canadians in China, according to the Winnipeg Free Press.

The scope of the 2019 incident involving the discovery of a possibly serious security breach at Canada’s National Microbiology Laboratory (NML) in Winnipeg is much broader than the group of Chinese virologists who were summarily evicted
from the lab. The main culprit behind the breach seems to have been Dr. Xiangguo Qiu, an outstanding Chinese scientist born in Tianjin.

Until recently the head of the Vaccine Development and Antiviral Therapies section of the Special Pathogens Program, Qiu received her MD degree
from Hebei Medical University in China in 1985 and came to Canada for graduate studies in 1996. She was later affiliated with the Institute of Cell Biology and the Department of Pediatrics and Child Health at the University of Manitoba, Winnipeg. She was not engaged in the
study of pathogens while at that institute.

But a shift took place in Qiu’s research work. Ever since 2006, she has been studying powerful viruses—Ebola most of all—at the NML. Both of the viruses that were surreptitiously shipped from the NML to China were studied by Qiu in
2014 (as well as other viruses, including Machupo, Junin, Rift Valley Fever, Crimean-Congo Hemorrhagic Fever, and Hendra). But she paid greatest attention to Ebola for the entirely legitimate aim of developing effective prophylaxis and treatment for the infected.

Inevitably,
Qiu’s work included a variety of Ebola wild strains—among them the most virulent, which has an 80% lethality rate—and relied heavily on ⚠️ experimental infection of monkeys, including via the airways ⚠️. She made remarkable strides, and was granted the Governor General’s
Innovation Award in 2018.

So far so good—or so it seems.

Qiu is married to Chinese scientist Keding Cheng, a bacteriologist who shifted to virology and who is also affiliated with the NML. Qiu maintains a close bond with China and visits frequently, and many Chinese students
from a notable range of Chinese scientific facilities have joined her at the NML over the past decade.

Of those facilities, four are believed to be involved in Chinese biological weapons development. They are:

1. Institute of Military Veterinary, Academy of Military Medical
Sciences, Changchun

2. Center for Disease Control and Prevention, Chengdu

3. Wuhan Institute of Virology, Chinese Academy of Sciences, Hubei

4. Institute of Microbiology, Chinese Academy of Sciences, Beijing

ALL 4 FACILITIES COLLABORATED WITH QIU ON HER EBOLA RESEARCH
The Institute of Military Veterinary also joined a study on the Rift Valley fever virus, while the Institute of Microbiology joined a study on the Marburg virus. Notably, the drug used in the latter study—Favipiravir—has been successfully tested by the Chinese Academy of Military
Medical Sciences against Ebola and other viruses. (The drug has the designation JK-05; it is originally a Japanese patent registered in China in 2006.)

The Chinese interest in Ebola, Nipah, Marburg, and Rift Valley fever might possibly be beyond scientific and medical needs.
Significantly, only the Nipah virus is naturally found in China or neighboring countries. That being the case, the interface between Qiu and China is a priori highly suspicious.

The shipment of the two viruses from NML to China is alarming unto itself, but it also raises the
question of what other shipments of viruses or other items might have been made to China between 2006 and 2018.

Qiu made at least five trips over the academic year 2017-18 alone to the above-mentioned Wuhan National Biosafety Laboratory of the Chinese Academy of Sciences,which
was certified for BSL4 in January 2017. In August 2017, the National Health Commission of China approved research activities involving the Ebola, Nipah, and Crimean-Congo hemorrhagic fever viruses at the Wuhan facility, and in March 2019, the Chinese published their tour de force
When the shipment from Canada was uncovered, security access was revoked for Qiu, her husband, and the Chinese students. IT specialists entered Qiu’s office after hours to gain access to her computer, and her regular trips to China were halted.

Jens Stoltenberg, the secretary-
general of NATO, said at a news conference that he can’t comment on the case, but appeared to suggest the possibility of espionage. “What I can say in general is that we have seen increased efforts by the nations to spy on NATO allies in different ways,” he said. Qiu’s research
has not only been conducted on behalf of Canada and China. In 2018, she collaborated with three scientists from the US Army Medical Research Institute of Infectious Diseases, Maryland, studying post-exposure immunotherapy for two Ebola viruses and Marburg virus in monkeys. Those

"Researchers have reacted with shock to the arrest of Charles Lieber, a prominent Harvard University chemist and
nanotechnology pioneer, who has been charged with making false statements to the US government about receiving research funding from China.

Lieber, who is known for engineering new nanomaterials and developing their applications in medicine and biology, was arrested on 28
January. Two days later, a federal judge approved his release on cash bail of US$1 million.

The charges focus on Lieber’s alleged involvement in China’s Thousand Talents Plan, a prestigious programme designed to recruit leading academics to the country. Documents outlining the
charges allege that Lieber received hundreds of thousands of dollars from the Wuhan University of Technology (WUT) in China and agreed to lead a lab there — and that when US government agencies asked about his involvement with the programme he stated that he was not a participant
and denied any formal affiliation with WUT. Lieber’s legal team did not respond to Nature’s requests for comment.

The arrest comes as US authorities are increasingly scrutinizing universities’ foreign links, amid fears that overseas governments could be stealing intellectual
property or influencing US research.

Colleagues and former students of Lieber contacted by Nature are stunned by the detainment of such a high-profile scientist. Lieber has been a faculty member at Harvard University in Cambridge, Massachusetts, since 1991, and is currently
chair of the university’s department of chemistry and chemical biology. His work, which has included the development of nanometre-diameter wires that can be used as sensors, has won him top awards, among them the 2017 NIH Director’s Pioneer Award and the 2012 Wolf Prize in
Chemistry. In 2008, he was tipped by Thomson Reuters as a potential Nobel prizewinner.

Harvard University, where Lieber’s lab hosts more than a dozen graduate students and postdoctoral researchers, has placed Lieber on paid administrative leave, barred him from campus, and
suspended his research and teaching roles. “The charges brought by the US government against Professor Lieber are extremely serious,” a spokesperson for the university told Nature. “Harvard is cooperating with federal authorities, including the National Institutes of Health, and
is conducting its own review of the alleged misconduct.”

A spokesperson for the National Institutes of Health (NIH) — from which Lieber also received funds — referred Nature’s queries to the FBI, citing an ongoing investigation.

 Details of Lieber’s alleged offences appear in a
charging document submitted by the FBI in connection with his arrest. It says that for periods of time between 2012 and 2017, Lieber agreed to be paid a salary of $50,000 per month, as well as about $150,000 a year in personal and living expenses, by WUT, and was given more than
$1.5 million to set up a research lab there. According to a contract cited in the document, Lieber was to work at or for WUT for at least nine months a year. Lieber also agreed to host visiting scientists for two-month stints at his US lab, according to the FBI, an agreement that
Harvard was not aware of.

At the same time, Lieber continued his tenure at Harvard University and applied for funding from US agencies, receiving at least $15 million in federal grants from the Department of Defense (DOD) and the NIH since 2008. NIH policies require that
researchers applying for federal funds disclose any funding they receive from other governments or universities outside the United States. Lieber was asked about his participation in the Thousand Talents Plan in April 2018 by DOD investigators, and by Harvard in late 2018 in
response to an enquiry from the NIH. In both instances, the FBI says, he denied being part of it.

China’s Thousand Talents Plan has been one focus of the US government’s efforts to crack down on foreign interference in research. In November last year, a US Senate panel suggested
that the programme could be a means by which the Chinese government diverts US intellectual property for the state’s own benefit. Michael Lauer, a deputy director at the NIH, told lawmakers that the contracts encouraged participants to set up ‘shadow labs’ in China that
replicated their work at US institutions. In December, an elite science advisory group known as JASON recommended in a report that US agencies support fruitful international collaborations while strengthening policies that require scientists to be transparent about conflicts of
interest.

Lieber is not the first US scientist to become embroiled in ongoing political tensions between the United States and China. Last month, a former scientist at Los Alamos National Laboratory in New Mexico, who was accused of applying to and being recruited by the
Thousand Talents Plan, pleaded guilty to making a false statement to the US government. And the Moffitt Cancer Center in Tampa, Florida, recently reported that six employees, including the chief executive, were forced to resign over failing to disclose their connection to the
programme."

Another report by Science Mag raises a lot of questions.

"Among the ongoing mysteries surrounding last week’s arrest of Harvard University nanoscientist Charles Lieber is the precise nature of the research program Lieber was conducting in his cooperation with
Chinese researchers.

Lieber was arrested on 28 January on charges of making false statements to U.S. law enforcement officials and federal funding agencies about a collaboration he forged with researchers in China. He was released two days later on a $1 million bond. An
affidavit outlining the charges against Lieber notes that in January 2013, he signed an agreement between Harvard and Wuhan University of Technology (WUT) in China. According to the affidavit, “The stated purpose of the agreement, which had a five-year effective term, was to
‘carry out advanced research and development of nanowire-based lithium ion batteries with high performance for electric vehicles.""

In Lieber’s case, however, the battery angle poses a puzzle. That’s because a search of the titles of Lieber’s more than 400 papers and more than
75 U.S. and Chinese patents reveals no mentions of “battery,” “batteries,” “vehicle,” or “vehicles.” (According to Lieber’s CV, through 2019 he has co-authored 412 research papers and has 65 awarded and pending U.S. patents. The website of the Chinese National Intellectual
Property Administration indicates that Lieber has been awarded 11 Chinese patents.)

In fact, one U.S. nanoscientist and former student of Lieber’s says: “I have never seen Charlie working on batteries or nanowire batteries.” (The scientist asked that their name not be used
because of the sensitivity surrounding Lieber’s case.)

Lieber joined Harvard in 1991. Early on he pioneered a variety of techniques for growing nanowires from the bottom up in a chemical flask. Researchers have long been able to etch large chunks of semiconductors, metals, and
other materials to make wirelike structures. But this top-down approach typically requires the use of expensive clean room facilities, the sorts used by computer chip–makers. Lieber’s strategy opened the door to making pristine nanostructures with simple and inexpensive chemical
techniques. He went on to show that he could use these nanowires to serve as transistors, complex logic circuits, data storage devices, and even sensors.

More recently, Lieber’s Harvard lab has shifted gears to integrate nanowires with biology. In 2017, for example, he reported
⚠️⚠️ creating soft, flexible 3D nanowire mesh that could be injected into the brains or retina of animals, unfurl and wrap around neurons, and eavesdrop on the electrical communication between cells.⚠️⚠️

Other research groups have adopted Lieber’s nanowire growth methods to
fabricate nanomaterials useful in making batteries. But that’s never been the focus of Lieber’s research. Which begs the question of why his supposed collaboration in Wuhan was focused on a line of research outside of his specialty."

NOW FOR THE QUESTIONS

1. Why was FBI involved in the arrest? Obviously he violated the contract by working in 'shadow labs' in China and not disclosing the Chinese funding he recieved but it is obviously bigger than this.

2. Why did he lie about working with batteries when very
clearly that is outside his field of speciality?

3. Why did he lie to the Department of Defense knowing that if exposed this could land him in big trouble?

4. Is there any link of all of this to #ChineseVirus whilst all 'fact-check' agencies are busy rubbishing such claims?
I will answer all of the above with as much information I can possibly piece together. Meanwhile before you get to that, understand a very important piece of information about the Thousand Talents program as mentioned in another Science Mag article. Relevant excerpts below.
"What, then, is the Thousand Talents program? This was established by the Chinese government in 2008, and it has several divisions for both Chinese researchers and foreign experts. The general idea is to recruit scientific talent and expertise to China – encouraging Chinese
nationals to come back to Chinese institutions after studying overseas, funding research collaborations between Chinese groups and institutions and foreign researchers, and so on. Thousands of people have been involved as recipients of awards under the program, including many
prominent Western scientists.

There have also been concerns about outright espionage. Here’s a recent Senate reportcalling the Thousand Talents effort (and the many other Chinese-sponsored recruitment programs) a direct threat to US security. There have been cases of awardees
taking proprietary information with them, of nondisclosure of Chinese funding (as with Prof. Lieber), and so on. In recent years, the Chinese government has reacted to this scrutiny by removing the names of awardees from public web sites in an effort to keep them from becoming
targets of investigation by the FBI and other agencies (in the US and other countries).

This is quite a mess, because the Chinese government is certainly within its rights to encourage its own nationals to return to do research in China, and to encourage collaboration with
foreign research groups. But at the same time, China does not have an encouraging record when it comes to aggressively pursuing its national interests by gaining access to foreign technology through whatever means come to hand. 

It’s a gigantic grey area. But when you see a
prominent US academic (such as the chair of Harvard’s chemistry department) taking steps to conceal Chinese funding connections, it does not give you happy feelings about the situation. If there’s nothing wrong going on, why are people acting as if there is? Setting up foreign

"Clinical trials are underway with Gilead’s experimental antiviral remdesivir, which mimics an adenosine nucleotide and interferes with viral RNA replication. It was originally developed to treat Ebola, and has shown promise in animal models of Middle East
respiratory syndrome (Mers) and Severe Acute Respiratory Syndrome (Sars), both caused by coronaviruses. One Gilead trial, with 400 participants, involves patients with severe Covid-19 receiving treatment for either five or 10 days. Trials are also underway in China.

On the
vaccine front, RNA vaccines are leading the way because they’re particularly suited to speedy development. And while no RNA vaccine has ever been licensed, the threat of a pandemic is a great incentive to accelerate their progress. In late February, biotech Moderna sent mRNA
vaccines for Sars-CoV-2 to the US National Institutes of Health (NIH) for a first-in-man clinical trial.

RNA vaccines consist of messenger RNA strands. They are injected into the body, usually within lipid nanoparticles. These merge with cells. Once inside, the RNA sequence is
translated by ribosomes to make a protein or parts of proteins. ‘Rather than generating proteins in a manufacturing plant and purifying them, you are getting the muscle to do the job and make the protein itself,’ says Robin Shattock, a virologist at Imperial College London, UK.
