Context: Duterte has decried violence against health workers—people reportedly threw bleach on a nurse in Mindanao—but he also gave a go-ahead for authorities to shoot and even kill quarantine violators. He later claimed he said no such thing, though transcripts say otherwise.

Context: This is not the first reported police killing since lockdown in the Philippines began a month ago, but it's likely the first caught on video. Earlier in this thread is an entry of a drunk man killed in Mindanao; police alleged he attacked them with a bolo (large knife).

Particularly disturbing here is how an NBI agent took to Facebook to give regular updates of the arrest, even with investigation still ongoing. The agent posted a video of the suspect confessing and apologizing to Duterte while en route to the NBI office. He had no legal counsel.
Correction: Still trying to confirm affiliation of Ronald Allan Sison, the person who posted the video, to NBI. Internet search shows he is a radio commentator.

NBI hasn't responded yet to our queries about this, protocol regarding social media, and whether suspect got counsel.
Update: @amnesty's @rachelchhoahwd says the arrest of the teacher, posted on social media despite ongoing investigation, was done in an "overzealous and public manner," pointing to a move to "[make] an example of someone critical... rather than responding to a credible risk."
