The government says it will exercise "human compassion" as a COVID-19 positive senator broke quarantine rules. Here's a thread of how / why Filipinos don't feel this on the ground.

A village captain in Laguna, south of Manila, put curfew violators in a dog cage for talking back to officials.

In another barangay in Metro Manila, curfew violators are made to sit out under the heat of the sun. Human rights advocates argue that this prolonged exposure qualifies as torture. Local authorities also posted about it on Facebook. https://www.rappler.com/nation/255645-barangay-san-isidro-paranaque-curfew-violators-punished-sit-under-sun-curfew
A 69-year-old homeless woman was arrested in Manila on March 16, the day before "enhanced community quarantine" became effective, for alleged disobedience to authority. Over 30 people were arrested in the surfing destination of Siargao and detained for a night. "Recalcitrant ones" got locked in a cell.
Siargao is not part of the region Duterte declared a lockdown over, though other areas have been following suit. https://www.mindanews.com/top-stories/2020/03/32-foreigners-locals-in-siargao-arrested-for-violating-quarantine-curfew/

Someone who evaded a checkpoint in Bulacan was shot and killed by police. The police said he fought back and shot first, a common script from authorities in Duterte's bloody drug war. https://www.philstar.com/headlines/2020/03/25/2003278/bulacan-checkpoint-evader-killed-shooutout
A 28-year-old woman in a town in Eastern Samar was arrested for not being able to keep her kids indoors. Not only does it sound like a mere barangay spat, but she was detained as of two days ago. Unanswered: what happened to her kids? https://newsinfo.inquirer.net/1247729/woman-arrested-for-refusing-to-keep-her-children-at-home-during-covid-19-quarantine
Human Rights Watch linked out here to reports that hundreds arrested for violating curfew, including 700+ in Bacolod, over just a week. (Is social distancing even maintained in detention?)

In this post by @chiarazambrano, a man was made to sit for three hours in a covered court after he kept working, inviting people to have car windows tinted.
He said he knew it wasn't allowed, but he had no food for his family. He went home empty-handed. https://www.facebook.com/chiarazambrano/posts/10161069592674815

Today, translating from @DZMMTeleRadyo: Police are arresting people from Sitio San Roque in Quezon City. They ventured out, against quarantine rules, to ask the local government to give them food assistance. https://twitter.com/DZMMTeleRadyo/status/1245190338727141377

After news of Duterte's order to kill quarantine violators, via @JervisManahan: A volunteer was shot dead while watching over his neighborhood compound. Via @jagoncilloINQ, from March 31: A 28-year-old curfew violator died in detention in Taguig. Authorities are not ruling out foul play.
Officers said that he was arrested for trying to "push" and hit arresting officers. He was in detention for 11 days. https://newsinfo.inquirer.net/1251304/taguig-curfew-violator-dies-in-detention

A farmer from the southern PH is shot and killed after reportedly refusing to wear a face mask. Police say the man was drunk and he ran amok with a large knife.

Context: Duterte has decried violence against health workers—people reportedly threw bleach on a nurse in Mindanao—but he also gave a go-ahead for authorities to shoot and even kill quarantine violators. He later claimed he said no such thing, though transcripts say otherwise.
21 people who asked for food aid on April 1 were arrested; bail costs ₱15,000 (almost $300) each.

The minor was also a curfew violator. Other people were reportedly "given bond papers, which they had to wet with sweat, while the rest laid on the road until morning." They were threatened with paddling.

From today: The man was killed on the spot. https://twitter.com/gergcahiles/status/1252886248357679105?s=20
(Warning: Graphic video) Cops said a gun was later found on the man, but local reports say his family denies this. They also revealed he had schizophrenia and PTSD from his time in the military; he was supposedly last deployed during the Marawi siege. https://twitter.com/barnabychuck/status/1252900240983650305?s=20
Context: This is not the first reported police killing since lockdown in the Philippines began a month ago, but it's likely the first caught on video. Earlier in this thread is an entry of a drunk man killed in Mindanao; police alleged he attacked them with a bolo (large knife).
Police assaulted and attempted to arrest a man in a private subdivision on Sunday. His supposed fault: contesting how police tried to fine him ₱1000 ($20) because his domestic helper wasn't wearing a mask... while watering plants in their own house! https://www.rappler.com/nation/259129-man-private-village-assaulted-nearly-arrested-without-warrant-makati-police

Today: The NBI arrests a 25-year-old teacher in Pangasinan for an alleged tweet about reward money for killing Duterte. He will face sedition charges relating to cybercrime, via @lianbuan: https://www.rappler.com/nation/260646-nbi-arrests-teacher-posted-reward-kill-duterte
Particularly disturbing here is how an NBI agent took to Facebook to give regular updates of the arrest, even with investigation still ongoing. The agent posted a video of the suspect confessing and apologizing to Duterte while en route to the NBI office. He had no legal counsel.
Correction: Still trying to confirm affiliation of Ronald Allan Sison, the person who posted the video, to NBI. Internet search shows he is a radio commentator.
NBI hasn't responded yet to our queries about this, protocol regarding social media, and whether suspect got counsel.

Update: @amnesty's @rachelchhoahwd says the arrest of the teacher, posted on social media despite ongoing investigation, was done in an "overzealous and public manner," pointing to a move to "[make] an example of someone critical... rather than responding to a credible risk."
From yesterday: A woman in Cebu was arrested for a similar charge as the schoolteacher. @cnnphilippines reports that a habal-habal driver in Boracay was arrested for the same offense too. https://cnnphilippines.com/regional/2020/5/13/woman-arrested-75-million-bounty.html
