A thread on why “universal programs are safe because everyone has a stake, so GOP wouldn’t be able to target it” is a false argument for M4A. 1/
The premise assumes universally even application, like social security. It does not recognize that health care is NOT universally even. Women have different health care needs from men; LGBTQ often have different needs from hetero or cis folk; 2/
and costs are necessarily different by location: a clinic in NYC has to pay a LOT more for staff and facilities than a clinic in Peoria. A deep rural clinic often has to pay more to get doctors to relocate there too.
3/
So, GOP has its targets, right? And they will NOT lose votes for harming those targets. Who are they? LGBTQ, undocumented residents, Black Americans (“Democrat cities”), women, the disabled. 4/
Basically, anyone who isn’t the heteronorm white male.
Let’s look at the M4A bill and see how a lackey like Betsy DeVos could harm people if she were the Secretary of HHS without a single missed GOP vote for her boss. 5/
1.
Betsy sets the procedures for handling discrimination complaints.

6/
2.
Betsy sets the procedures for enrollment.
One easy target: undocumented residents. You think they’re going to sign up knowing Betsy’s going to turn them over to ICE?
7/
3.
Here’s where Betsy and let’s say Mitch and Mark get together to decide what’s covered.
How does it feel to be a reproductive aged woman, trans, or disabled everyone?
8/
4. Betsy manages the appeals process. Coverage declined?
Ouch. Good luck getting a hearing!
She also determines what “experimental treatments” get approved. Hmmm conversion therapy? Yay! Hormone treatment? Boo!
9/
5. Betsy manages provider eligibility. Hormone treatments? Boo! Conversion therapy? Yay!
10/
6. Betsy sets fees.
So, providing abortion or birth control? Set the fee to $1.00. The doctor will get reimbursed $1.00. How many docs will offer the service?
Set the fees too low for “Democrat city” doctors to afford clinics in expensive urban areas. Medical desert 11/
But what about the rich people in “Democrat cities”? They won’t put up with that!

Have you heard of black markets?
How will doctors find a way to provide services to rich patients despite under-funding?
12/
7. This one’s fun. Room for Betsy’s personal corruption!
Betsy negotiates drug pricing!
Kick-back time!
She also gets to discourage the use of “dangerous” meds. Again, not a good time to be trans. 13/
Lastly, it still leaves long-term care for the disabled and older folks with the states and Medicaid. So still a craps shoot whether you get decent support.
14/
So, the argument that a GOP admin won’t touch your health care under M4A comes from people too privileged to feel threatened by GOP targeting and incentives or people who have not thought it through. 15/end.
This one thinks that it’s not in good faith to say the GOP doesn’t implement discrimination law in good faith https://mobile.twitter.com/McBrungus/status/1242186502601355272
