On 30 Sept 2018, Minister Senzeni Zokwana deposed to an aff confirming that an employee in the Fisheries Dept, Ms Wendy West corruptly colluded & shared confidential data with her romantic partner, Yolanda Louw, an employee of Lusitania Fishing. @AdriaanBasson @JamesRLorimer 2/

2/ At the time I was the chair of the Minister's appeals advisory team. The levels of corruption & maladmin by staff at the dept were mind boggling. @jorisnab @MaritimeSA @Martin_Welz @BarbaraCreecy_ has had access to these affidavits & done nothing to halt the corruption 3/

3/ Senior staffers such as Desmond Stevens & Wickness Rooifontein were recorded on camera unlawfully entering the working area of the appeals advisory team & unlawfully taking photographs of the team & their laptops, which included confidential advices & evaluation of appeals. 4/

4/ None of these staffers have been suspended, fired, arrested or charged. The evidence as we show below is damning and clear. Lusitania Fishing has not been criminally charged or had their lobster quotas suspended. Yolanda Louw has not been fired or charged with corruption. 5/

5/ The corruption and practices of corruption have been given the thumbs up. The honest staff at the department have been rapidly removed and sidelined. What is clear is that @BarbaraCreecy_ and her management team have colluded to support this corruption and collusion. 6/

6/ Zokwana confirms in his affidavit that West, a deputy director responsible for West Coast rock lobster, took screenshots of confidential information and made it available to her partner, Lusitania employee, Yolanda Louw, via WhatsApp. 7/

7/ Zokwana's affidavit further confirms that the collusion of the Acting DDG at the time as well in seeking to cover up the corruption of Ms West. Zokwana confirms that West sent Louw screenshots of the confidential and secret lists of successful appellants. 8/

8/ These incredibly sensitive lists were prepared by myself and my team and intended for presentation to the Minister the following day. By making these lists available to Lusitania BEFORE the Minister approved the lists and made them public, ... 9/

9/ ... it allowed Lusitania to contact those appellants before anyone else & sign these appellants up as they themselves would not know that they would soon be successful lobster quota holders. The sharing of these lists met the very elements of the definition of corruption. 10/

10/ There can be no ? that West is guilty of the crime of corruption given the evidence. The ? is why has she not been fired, arrested & charged with corruption, Minister @BarbaraCreecy_ ? Minister, are you fine with the employment of such corrupt staff in your dept? Why? 11/

11/ Here are the WhatsApp messages between West and Louw, the staffer employed by Lusitania. See the message where West confirms to her partner Louw that these lists have not yet been signed by the Minister. Louw then responds by saying "its fine Babes...". 12/

13/ @BarbaraCreecy_ you will have to act. Any attempt to allocate fishing rts with these corrupt staff employed by yourself will ensure that any decision will be reviewable. Your Fisheries Branch is contaminated by corruption. Your own predecessor has confirmed the corruption.14/

14/ We need to urgently stem ANC backed corruption that is ruining our fisheries; fishing villages and fishers such as those Ebenhauser lobster fishers whose lobsters were illegally seized because of corrupt instructions by staffers in DEFF. We perhaps now understand the context.
