Bear with me on this one. Combo of speculation and decoding and sleuthing.
We know from Q drops that there are 3 total detention facilities being utilized for fallout from the Storm and the Plan.
GITMO being the obvious and most well publicized one.
But what about the other 2?
There have been rumblings about GITMO 2.0 being at Thule AFB in Greenland. Given both Q and Trumps past comments on Greenland, coupled with its remoteness, it makes a common sense GITMO 2.0.

A quick look at Sat images show a pretty extensive base structure that would provide plenty of room for a prison population.
Ok, that was easy. What about 3.0?
Well let’s lay some groundwork. First, it cannot be on US soil that is covered by the Constitution. Both GITMO and Thule are actually situated on land belonging to other countries, Cuba and Denmark respectively.
Second, it will be geographically be separated from the other two. Mapping it out we see that both of these detention centers are situated on the Atlantic Ocean side of the US.
So logically, we will be looking for something on the Pacific side of the world for 3.0.
Possibly also looking for a pre-existing detention center like Guantanamo, but that’s not a hard and fast rule. Thule isn’t shown as such.
So where oh where is Waldo? (3.0)

I’m leaning towards Guam, as it already has a detention center on it, plus it has a large AFB plus a large Naval Base too.

Anyway, those are my conclusions. I very well could be wrong, but I have a feeling I’m not far off the mark.

One other tidbit, I was told via DM that Guam also hosts a sizable Intel center.... that pretty much seals the deal for me.
This adds an interesting new dimension to this thought process!
