Originally, Digimon existed in the Sea of Information, the Internet, also called Net Ocean the place where the Digimon were born

Many profiles gave the idea that Digimon literally existed on the net, on computers, calling it the Computer Network World or simply Network
In fact, many profiles speak of Digimon living on computers, with many of them being computer destroyers, or protectors of computers

And in fact in the Pocket Digimon World series, we see just that, Bakemon destroying computer circuits just like the profiles said
And in another scene from the same scene, we see Andromon protecting the computer system from the Bakemon attack
Digimon, literally existing on computers, should already be commonsense

It's how Digimon was created initially and it was used in many works, not only in obscure media like the Pocket Digimon World series but also in more "mainstream" like V-Tamer

So, why the confusion?
With the production of Digimon Adventure, Kakudou had his own views on Digimon and he rarely used the original setting that the Digital World was an internet world, he preferred to adopt a concept of a world closer to fantasy.

This scene with Koushiro explaining his theory was literally the moment when Adventure was closer to exploring the original setting of the Digimon and the Digital World, the Digimon were really digital beings that existed on the computer network.

The Digital World being the computer network was not true, Koushiro wanted to know the true nature of the Digital World, something that perhaps had an influence on our world, and seeing the intentions of Kakudou, we know that it really is something like that.
It is funny to see how the moment Adventure came closer to the original setting, it was to say that it is something like a limited vision formed by people who try to research, but come to incomplete conclusions because they cannot see the complete picture 😅
Only in Our War Game did we really see Digimon Adventure address the computer network, and in fact it was something completely different from the Digital World. But you may now think "You just talk about Advenutre, what about the rest of the franchise?"

Looking at Tamers' initial planning, we can see that Konaka wanted to go back to Digimon's origins. As artificial intelligence programs that existed on the computer network, let's see how he planned it.
Going after the ideas used by Konaka, we can see that he openly talks about the differences between Tamers and Adventure, one of them being the fact that the Digital World presented in Tamers, despite having the same name, was actually meant to be the computer network itself.
Konaka also said that the Digital World and the Network, as we know, are different things

And that the Digital World actually existed beyond the Network

He thought that treating the Digital World as a different dimension, would make understanding the network easy for children.
When the Tamers arrived in the Digital World they were on a great desert plain. This would be explained as being the "lowest layer of the Digital World".
Konaka's idea was a world that had expanded beyond the net developed by humans, a originally small world

This somehow parallels the Digimon concept here

They were simple programs that evolved beyond human expectation, just as their small world had evolved into something huge
The Real World is contained in 7 layers of the Network, the OSI Model, with the seventh layer being the Digital World, at least the physical layer that was once the totality of the Digital World.
As Digimon evolved, the Digital World also grew, forming new worlds and new layers. He had gone beyond the Network as we know it, as it had been created by humans.
This is perfectly explained in the diagram made by Konaka, where it is specified that the seventh layer is the last one made by humans, all the others were created due to the evolution of the Digimon.
Technically, the Digital World at the same time may or may not be considered as part of the internet. It is because the Digital World is actually an expansion of the internet, and it may not be seen in that way because this really isn't the internet created by humans
As explained before, the Network as we know it is just an intermediate world that exists between the Digital World, which is an expansion of that world, and the Real World. Konaka says the Internet worked like that in Adventure too.
In general, this multi-layered cosmology was already used in a certain way in Adventure and also started to be used in many other products later

Some follow the emanationist explanation of Adventure and others the LCD Toy setting, basically two explanations for the same thing
For those who wanted to know, the notion of a multilayered Digital World was explained a lot during the Savers/Twin/Story era as in this explanation of the various Training Boxes, other worlds, accessible through addresses, which are in other layers of the Digital World
The latest games are making the difference between the Digital World and the Network even clearer. A large Cyber Sleuth plot is precisely about problems in EDEN, a metaverse, created in the computer network.
