Given these facts, consider below approach.
1. All global human travel is stopped for a period of 3-4 weeks. Only cargo travel is allowed to enable essential goods transportation with strict protocols for crew to preempt spreading.

2. To contain spread within country/region, a similar & #39;ban on non-essential travel& #39; to be implemented, to the extent possible by all Govts.
3. Every person we interact with to be treated as a potential carrier and all possible care to be taken by each person not to contract.

4. Extensive awareness programmes on point 2 and 3 to be done by all Govt (even where there is no outbreak - as we don& #39;t know if any asymptomatic carrier is there in the population) in their respective countries.

5. All hospitals to be educated in advance about the protocol in case of an outbreak, and preferably a global network with shared database (preferably with telemedicine) to be quickly established. (Looks grandiose but possible. A web application can be rolled out in a week)

6. Global situation to be reviewed after this 3 week period and then travel restrictions to be removed.
7. Govts and the wealthy have to take the economic cost for this whole exercise with as little impact for the vulnerable as possible.
