Last time the Bears scored 28+ against the Packers was Week 17 '13 [12/29/13] (winces). Before that, Week 16 '07 [12/23/07]. Before that, Week 11 '95 [11/12/95]. We've scored 28+ against GB twice in my lifetime; the Packers have scored 28+ 15 times against us during that time.
Say you wrote down the results of all 42 Bears-Packers games that have occurred during my lifetime and put them all in a hat. You remove a strip at random. You'd be ~69% likely to draw a GB win, ~36% likely to draw a game that GB scored 28+, and ~31% likely to draw a Bears win.
Say what you will, but I'm quite proud of the way we played GB overall this year. We yielded 31 total points. If you told me in August that Rodgers would play every offensive snap against us & GB would only score 31 points against us this year, I would've been ecstatic.
That being said, it's unacceptable we've allowed 28+ points more often than we've won against GB in the last 42 matchups (hefty sample - 21% of the all-time series). One of the sole constants in that span has been the McCaskeys-Phillips leadership. They must reflect.
