The accessibility fail here is that that grade is *way* too step for wheelchair access. Arguably, even for abled people a rail would be a good addition. #SpotTheAccessibilityFail

Sidewalk: Cars are pulled up too far, blocking a good deal of the not-so-wide sidewalk. Ramp: Someone planted a Hibiscus rosa-sinensis there despite it being a tree that gets to about 15' tall and 8 ' wide. It's taking up part of the width of the ramp. #SpotTheAccessibilityFail
Landscapers, gardeners, garden designers: Right plant for the right place. I see this accessibility problem all the time. You don't have the right to let your plants flop all over the public sidewalk. Plant for what the mature height/width of the plant will be.
In this case, the university owns all that property, but as Lindsay pointed out, it's a poorly designed ramp and even the narrow space it gives is now partly taken up by a Hibiscus that should never have been planted in that tiny planter space. (And hasn't been pruned back.)
