The King and the Mockingbird (Le Roi et l'Oiseau) is a lovely French film that's cited by Miyazaki and the late Takahata as an influence. It has poor availability in English and more people should see it. Its also notable for being completed 30 years after it started.

The Pied Piper (aka Krysař) is a 1986 Czechoslovak stop motion film. Of course you like creepy expressionist stop motion!
