Progressives generally favour universal access to progams, like eliminating tuition, but neoliberals say we should means-test those programs, otherwise we're giving free things to rich people who don't need them. I think I've got a solution to this dilemma: reverse means-testing.
Here's how it would work: Up front, we make university free to attend. However, we still want rich people to pay. So what we do is we look at everyone's income every year, and if they make a lot of money, they owe some of it to the government to cover their share of tuition.
That way everyone has access to the same level of service, but people who earn more still pay into the system. We could call this reverse means-testing "taxes".
