On November the 3rd 2009 Hillary Clinton announced Civil Society 2.0 which promised to “help grassroots organizations around the world use digital technology to tell their stories, build their memberships and support bases, and connect to their community of peers around the world
It promised to teach grassroots civil society groups how to harness the power of the internet from building websites to using social media

In 2011 the Bureau of international information programs published a document entitled “Cultivating Civil Society 2.0”

The document promises that “Civil society results when individuals come together to pursue a common goal.” It views Civil Society initiatives as a “Global Force” for good
One achievement they site is an image of former “Google executive Wael Ghonim in the middle of a crowd in Cairo’s Tahrir Square with mobile phone in hand. Digital technology helped dissenters organize protests in Egypt and Tunisia in spring 2011.”
On September 11, 2012, Washington announces “U.S. Department of State will host ... the 14th TechCamp supporting Secretary Clinton’s Civil Society 2.0, an initiative which builds the digital literacy of civil society organizations around the world.
