If we had a domestic league with these nations how would the subsidies from the unions work? Welsh sides get £5m, Irish even more, + union employs their best players. How would a salary cap work? Or limits on foreigners? Scrap Irish protectionism?

In a combined league they'd have access to our TV market, would we have access to their players? I can't see that being popular with blazers in Dublin.
How would a 22 team or 23 team league work?

This is such a bad idea I can see rugby steaming headlong into it then

only realising all the very very obvious issues with it after its started (like professionalism, Super Rugby, regions, letting the unions be part of the European Cup).

So much energy wasted on these stupid, stupid ideas we never concentrate on growing what we have.
