There are witness reports this incident stemmed from a fight between some men in the area, which indicates it is not a terrorist attack. Keep in mind initial reports can be wrong and the response will treat a major incident as a terror attack out of caution.
Reminder, in 2017 London Bridge was the scene of a terror attack involving three assailants who drove van into pedestrians and then used knives to attack innocent people in the crowds.

The BBC's John McManus, who was at the scene of the incident when it occurred, said he saw a group of men fighting on the bridge. Police then arrived and shots were fired. Other witnesses say three officers were the first on the scene and shot the suspect.
Station staff at Monument confirmed five people have been injured in the attack.

There is a jackknifed white lorry (truck) that may or may not be related to the incident on the London Bridge. Police are inspecting it now. Reminder that in 2017 a terror attack involved a white van & assailants with knives.
Video on BBC right now shows more fully civilians in a group jumping and holding down the assailant. One man clearly takes a knife away from the dogpile. Police arrive and pull civilians off. Suspect reportedly had some sort of vest on - potentially a suicide vest or dummy.

The witness reports that the assailant was wearing some sort of suicide vest are confirmed by @metpoliceuk which explains why when the last civilian who restrained the assailant was safe the police immediately shot the assailant. The vest is likely a hoax vest. Will update.
There are reports a number of people were injured/stabbed before the assailant was taken down. No news yet on the condition of those victims.
