"Signed long-term," I'll assume, could mean both young pitchers under team control or those signed to long-term contracts. Either way, three years (through 2022) seems the minimum length the Jays would trade young talent to acquire.
I'll also assume the Jays are looking for starters better than Chase Anderson and Trent Thornton, because again, why trade prospects for rotation filler? There's always a Jacob Waguespack to be unearthed somewhere. So let's figure someone who might post 2.0 WAR or better in 2020.
Applying those filters leaves these candidates: Caleb Smith, Sandy Alcantara, Joe Musgrove, Trevor Williams, German Marquez, John Means, Jakob Junis, Brad Keller, Spencer Turnbull, Matt Boyd and Marco Gonzalez. And if you're really feeling lucky, Yusei Kikuchi. Did I miss anyone?
Some of these guys will cost more than others, but ain't none of them cheap: Controllable starters with upside are rare and valuable. The Jays aren't getting any of these guys for Derek Fisher, Sean Reid-Foley, and Reese McGuire. The acquisition cost will hurt.
My personal targets would be Alcantara, Marquez, and Gonzalez, but YMMV. So, then: Who would you try to acquire as Blue Jays GM, and what would you be willing to offer? Remember that the Jays want to compete in 2020 and contend from 2021 onwards, so don't sell the whole farm. Go.
